Nova Scotia Health Card (MSI)

The provincial public health insurance in Nova Scotia, known as the Nova Scotia Medical Services Insurance (MSI), provides eligible residents with free coverage for basic services such as doctor visits, hospital stays, necessary surgeries, and certain diagnostic services.

Eligible individuals include Canadian citizens, permanent residents, accepted refugees, and those with valid work permits for at least 12 months who reside in Nova Scotia on a regular basis.

Registration in this program is mandatory, and once approved, an MSI Health Card is issued, which must be presented to access healthcare services. Services covered by the Nova Scotia Medical Services Insurance (MSI) include:

Prescription Drugs

  • Seniors’ Pharmacare Program provides coverage for residents aged 65 and older who are not covered by any other drug plans. Members are required to pay an annual premium based on household income, as well as a co-payment either directly at the pharmacy or through the Seniors’ Pharmacare Program.
  • Family Pharmacare Program is designed for families or individuals with high drug costs who do not have sufficient drug coverage through work or other sources. All registered members are required to pay a portion of the cost for certain prescription drugs and medical supplies. Annual co-payment and deductible limits are determined based on family size and annual income.

Ambulance Services

  • No general coverage for ambulance services or medical transportation.
  • Inter-facility transfers may be covered in specific cases.

Dental Benefits

  • Children’s Oral Health Program: Basic dental care for children under 14.
  • Dental Surgical Program: Medically necessary surgical-dental procedures performed in hospital.
  • Specialized Support: For residents with cleft palate conditions and individuals who are mentally challenged.
  • Additional support may be available under the federal Canadian Dental Care Plan (CDCP).

Eye Care Services

  • Routine comprehensive eye exams are covered once every two years for children under 10 and seniors aged 65 and older

Hospital Services

  • Coverage includes standard ward rooms only in public hospitals.

Hearing Aids

  • No official coverage listed by the Nova Scotia Department of Health.
  • Refer to the government website for current information.

Medical Supplies

  • Breast Prosthesis Program is available to residents post-mastectomy or lumpectomy. It rebates up to $300 per prosthesis, once every two years.

Nursing and Home Care Services

  • Home Care services are available to all Nova Scotians requiring assistance at home or in the community.
  • Administered by the Nova Scotia Health Authority (NSHA).
  • Fees are based on income and type of care needed.

Paramedical Services

  • Coverage only for physiotherapy when performed in a hospital.
  • No coverage for chiropractors, optometrists, podiatrists, naturopaths, osteopaths, non-hospital physiotherapy, or other paramedical services.

Out-of-Country Coverage

  • Emergency services received outside Canada are reimbursed at Nova Scotia provincial rates.
  • Outpatient services outside Canada are not covered.
